    11This should be optional - it should be as easy as possible to submit speech ... if  user does not want to register with VoxForge, they should still be able to submit speech without having to register.

     3i.e. if user has authenticated in WebGUI, use username (and profile information) to populate Speech Submission app README file.

     5If user has not authenticated with WebGUI, ask user for a unique user name, if non given use "anonymous" with a random 4 digit code to make it unique.
